2026 Plastic Packaging New Rules
2026 is the watershed year for plastic packaging. The EU PPWR (Regulation (EU) 2025/40) becomes fully applicable from August 12, and the PFAS restriction for food-contact packaging takes effect on the same day; California's SB 54 implementing regulations were approved and took effect in May, and multiple U.S. states have entered the EPR fee-collection period. Packaging is changing from a "product accessory" into a "market access condition": recyclable design, recycled content, and compliance documents directly determine who can enter overseas buyers' shortlists.

I. Four Hard Targets of the PPWR
The pace of implementation depends on the supporting legislation: the effective dates of many obligations are stated as "January 1, 2030, or three years after the implementing act enters into force, whichever is later." As of September 2026, the relevant acts have not all been adopted. The direction is set — there is no need to wait for the legislation to land before acting on structure.
1) Recyclability: From a Bonus to an Entry Requirement
From 2030, packaging placed on the EU market must meet "design for recycling" standards and be classified into performance grades A–E; from 2038, packaging that does not reach Grade C may not be placed on the market. Assessment covers every component: base material, labels, adhesives, inks, closures, etc.
2) Recycled Content: Dual Time Points of 2030 and 2040
| Plastic Packaging Type | 2030 | 2040 |
|---|---|---|
| Contact-sensitive PET (excluding single-use beverage bottles) | 30% | 50% |
| Contact-sensitive other plastics (excluding single-use beverage bottles) | 10% | 25% |
| Single-use plastic beverage bottles | 30% | 65% |
| Other plastic packaging | 35% | 65% |
Recycled content is no longer a marketing slogan but a verifiable number — buyers will request ratios, sources, and traceability proof.
3) PFAS Red Line: Food-Contact Packaging Restricted from the Same Date
From August 12, 2026, food-contact packaging exceeding PFAS limits may not be placed on the EU market. Export categories such as fast-food packaging, baking paper bags, greaseproof paper boxes, and meal box liners should prioritize formula screening and verification of alternatives.
4) Labeling, Void Space, and Reduction
From August 2028, unified packaging labeling will be introduced; from February 2028, void space in sales packaging must be reduced to the necessary minimum; from 2030, a 50% cap on void space will apply to grouped, transport, and e-commerce packaging. Specification design must shift from "looking impressive" to "functional necessity."
II. Overseas Buyers' Procurement Language Is Already Changing
In the past, inquiries asked "how much per ton" and "what's the lead time." In 2026 inquiries, more and more of these appear: Which recycling stream can this structure pass? What is the PCR ratio, and is there proof? Is there a Declaration of Conformity (DoC)? What is the void space ratio? Procurement evaluation is shifting from unit price to "total compliance cost" — a slightly more expensive material with a higher recycling grade may save the customer more in EPR fees, so quotations must be accompanied by material declarations, recycled content ratios, and PFAS declarations. Whoever can first explain solutions in the customer's compliance language is more likely to be picked from the price-comparison list.
III. Four Impacts on Chinese Plastic Packaging Foreign Trade Enterprises
Quotation models must be restructured. Design for recycling will slightly raise material costs, but can reduce customers' EPR fees in the EU, UK, and U.S. It is recommended to calculate total packaging costs by country.
Documents must be front-loaded. Technical files, DoCs, substance declarations, and PCR traceability evidence are becoming standard deliverables; data must be collected in sync at the sample stage.
Impact will come in waves. Food-contact categories and beverage bottles are affected first; industrial and non-food categories have longer buffer periods. Priorities can be set by category.
The competitive dimension is changing. Victory lies in whose structure better fits the target market's recycling system and whose document chain is more complete — compliance capability itself is sales capability.
IV. Frequently Asked Questions (FAQ)
Is my plastic packaging within PPWR's scope?
Sales packaging, grouped packaging, transport packaging, or e-commerce packaging — as long as it is placed on the EU market through online or offline channels, both B2B and B2C count. Chinese manufacturers are usually not registered for EPR in the EU, but they play the role of "data supplier" — whether the customer can comply depends largely on whether the supplier can provide material and recycled content data in a timely manner.
The customer wants "recyclable packaging" — what structure should I recommend?
Prioritize mono-materials (all-PE, all-PP); replace PVC, dark carbon black masterbatch, non-separable labels, and incompatible adhesives; for high-barrier needs, switch to coating or thin-layer EVOH with compatible layers rather than stacking multilayer composites.
Are PPWR and EPR the same thing?
No. PPWR governs product requirements: recyclability, recycled content, substance restrictions, labeling, and reduction; EPR is a registration and fee mechanism, with fee rates linked to recyclability performance grades. The more the structure aligns with PPWR, the lower the customer's EPR expenditure.
Need a plastic packaging solution compliant with the new rules?
We can provide plastic packaging solutions in the direction of mono-materials and PCR recycled content according to the target market's recycling system, supplying material declarations, recycled content ratio statements, and PFAS declarations with the goods, and assisting customers in preparing technical files and DoCs, while also providing weight reduction and void space optimization suggestions to help customers reduce EPR fees.
Send us your target market, product category, and estimated annual volume to receive a compliance upgrade plan and quotation; you can also first request a PPWR self-check list and use one conversation to confirm whether existing products need structural changes.
